Where do I even start. Everything you’ve read in these reviews is true. We lived at foothill manor for 4 years. When we moved in it was great. Clean and well managed by Sheryll through Sheraton. The property sold and that is where it all went wrong. New owner hired CY Property management. I have never in all the years of renting experienced such dysfunction. What once was a wonderful place to live became a nice and cockroach infested hole! I had to call 3 times just to get someone to spray and when the guy showed up he told me they hadn’t been treating the property for pests because they had not been paid by the management. We were lied to by management on several occasions about issues at the property. You could never get a hold of anyone when there was an issue. We decided to do a lease takeover and just get out of there. Cy said we could do a lease takeover but refused to send out applications. When we did get an application sent out it took 3 weeks for them to process it! By that time the girl was fed up and moved on. Cy was fired 1week late by the owner. This property went from having a waiting list to have 8 empty units in a matter of months If you are a renter or property owner stay away from CY!

You will not get your deposit back! Property manager will not respond to you at all and will completely ignore your messages, I have 4 different neighbors who also are experiencing the exact same thing with not getting their deposits back either! I’ve been calling and trying to keep up to date for 4 months and the whole time have said it’s lost in the mail, had to remail it, or had some other excuse! They need new management! I even left demand letters for the deposit and have had no response! It’s so sad since I love the place and lived here for 2 years but the management is so horrible!

Horrible Management and excessive fees! When renewing the resident manager did not communicate well at all! I had to keep calling to get updates and if she did respond to messages it would take a long time to respond or I would have to go in person to get a response after leaving voicemails and texts! By the time it was up to renew my lease the resident manager said my roommates and I had already been approved but after that we all had to reapply because our applications had EXPIRED. How to applications expire if we all were approved etc . Horrible unnecessary experience.

These people are very difficult to get ahold of and will not negotiate on anything. Tried to apply and rent out a unit, it was a very difficult experience. They waited 3.5 weeks to finally get back to us after playing phone tag. And then ghosted us the first showing they scheduled. Then didn’t get back until another week later. When we finally viewed the unit they said the rent specials had changed and gave us several different prices and had to ask the supervisor. They then told us we couldn’t apply for the initial deal that appealed to us and changed all their prices online and increased by over $300+ After questioning again, they agreed to give us the deal that interested us, and after we finally applied they asked for twice our financial requirements and then denied us because my credit score is low. Apparently no ifs ands or buts about it! They won’t even allow with a co-signer, even though my partner has a great credit score, we make enough money and have good rental history! It’s not clearly stated that you’ll be automatically denied if you have a low score and credit report they based it on is not accurate. I asked to speak to the supervisor about it and she completely brushed me off and stonewalled me.
Needless to say it was a very difficult experience to wait over 5 weeks for the entire process only to be completely let down by an automatic rejection due to my credit score. Wasted my money on applications, if I had knew that we would be automatically denied, we wouldn’t have even applied.

I have rented from CY Property Management at two different locations over the past few years. Both locations claimed recent remodels and while there clearly had been work done towards a remodel, it doesn't look like they hired professionals to do the work. The paint on all the cabinets, both kitchen and bathroom looks like it's been painted over so many times without ever sanding or cleaning that every single one has globs of dried paint and most cabinet doors will not shut properly because the paint is too thick. The metal stairwell inside the unit also has major issues with the paint being globbed up and chipping in areas likely due to not being properly cleaned/prepped prior to painting. Upon move-in there was a giant Crack through the front door that allows air to escape, which is no fun with AC and heating prices plus it is a safety issue. My biggest issues have come with maintenance requests. They are very slow to handle any maintenance requests in my experience, this goes for both standard requests as well as emergency requests. We had made a standard request regarding animal noises coming from our AC vents for multiple days . This request was canceled with no contact to us and it was multiple weeks before they ever sent someone out to address it. Also, our toilet flooded into our living room and kitchen, creating both a safety and health hazard as well as putting the flooring at risk for damage. I had to make an emergency maintenance call due to it being a weekend. I made this call 5 hours ago and still no one has been sent out nor have they made any attempt to contact us back regarding a timeline on when they will be able to send someone out to fix the toilet. These are not the only maintenance request issues I have had, just the most recent. I understand being busy, lacking staff or other delays but the fact that maintenance issues are just left, what feels like unaddressed, without any reasonable attempts at communication with the Tennant feels very unprofessional. Their rent prices feel comparable to other locations in Chico but I know from experience that the managent quality at other locations is much better. The on-site managers have been very friendly but that does not make up for the major issues with everything else that helps keep an apartment/home livable and safe.

This is a very unprofessional property management team. It doesn’t matter if you have a maintenance request or anything else for that matter, they will tell you that they can’t take care of anything, and that you have to go through the landlord. Claudia and Nick won’t answer your calls if they know it’s you. I’ve tried calling several times in regards to Foothill Manor Apartments, and it goes straight to the machine. I had my co-worker call right after me and they answered right away and then my friend called and they answered as well. Ignoring tenants that pay rent just because you don’t want to help them is inexcusable. I have a friend who manages apartments in Chico, and she said that if this property management is ignoring and not returning any of my calls, and so on…they can be reported to the real estate agency. That might just be what I have to do, considering they don’t answer my calls, and haven’t helped me at all.

Don't thoroughly clean your apartment before move-out, CY Properties will take 80% of deposit. A HUGE sum of the 80% was incorporated into 11 hours of cleaning when before move-out the house was heavily cleaned. I've had past experience with other property managers and I've gotten more or a little less than 80% of my deposit back, in comparison of the appearance of the living space before moving out.

Quick to call you for your money but reluctant to give it back.

You do NOT want to live at a CY Property management property.

I lived with my husband and small daughter for more 4 years at Eastwood Court and everything was okay until now that CY Property management took over.

The did a faulty repair in our apartment before me moved in, which caused an issue with our toilet leaking while we lived there. The whole apartment flooded causing water damage. When we reported this to Lorraine, the following day we were locked out and have been homeless ever since.

They lied to the city code enforcer telling them their insurance company made us an offer but we declined. This is not true.
They also lied to the California rent relief program telling them we moved out. This is not true.

We have not received any eviction notice, nor have we supplied a move out notice.

Each time we try to mail them about the problem, they refuse the certified mail.

They illegally locked us out and told not to enter our apartment, separating us from our stuff.
This is illegal to do and ultimately they did conversion of our property.
Our property in the unit is now destroyed. Everything we ever owned.

This company is deceptive and will not honor the renters agreement.

I won’t be surprised if they leave some fake excuse below justifying their inhumane actions.
