CARDINAL TERRACE is one of the newer and BEST properties in the City of East Chicago. They were built around 1995. The turnover rate for vacancies is quite low. It is a quiet community. People tend to stay put when moving to this community. A small and quaint apartment complex with low crime rates, Cardinal Terrace Apts is ideal for a couple with 1 child. Washer/Dryer hookups, dishwasher, garbage disposal, electric range, refrigerator, central air, heat & water are furnished by the property owners. Utilities are the responsibility of the tenants. There is a small laundry facility adjacent to the rental office for tenants who do not have their own personal washer and dryer. The two bedroom apartments offer 1.5 baths, with the .5 bath adjacent to the master bedroom. The main bath is quite spacious. There is sufficient cabinet and counter space storage for an apartment of this size. These apartments offer a galley kitchen, dining area and living room. The kitchen boasts an open concept, allowing a view into the dining and living room areas. Carpeting and tile floors cover the foyer, kitchen, and bathrooms. Vertical blinds are in the living room that offer a sliding glass screened patio door. There is an ample storage closet attached to the balcony and patio units. The hallways are fully carpeted with roomy stairs leading to the second floor. Mode of entry into each building is an intercom system. Balcony's and patios offer a place to step out of your unit without actually leaving the comfort of home. Utilities are the responsibility of the tenant. The grounds are well kept with no signs of litter. The downside is the estetics outside the building. These areas could certainly use some upgrades. The balcony and patio sidings are in bad need of a power wash and repainting. The balcony railing could also use some painting or be replaced. The entry into each building could be overhauled with materials that don't attract dirt, grime, and scuff marks because of the white paint. The mailboxes are very roomy but could also be freshened up with paint. The hallways need a brick overlay that could eliminate the need for paint that could cut down on smudges and dirt left by children and crew workers. The windows to each unit need serious washing, and the screens need replacing on all doors and windows. The name tags need replacing on the intercom system and mailboxes. The mats on the first floor entry and outside should also be replaced. Weekly household cleaning is implemented in each building. There should be a keyed entry for the door exiting the building in the rear, because at this point there is only one way in. The staff is friendly and knowledgeable. They will work with you if you're having difficulties with anything related to your residence here. Nevertheless, I call Cardinal Terrace my home because I'm comfortable here and I have lived in East Chicago for the majority of my life. Besides, there is very little affordable housing here in East Chicago. I'm satisfied with my unit and I intend to remain here for many years.
