Have lived in Allen Court for two years now and have had nothing but an excellent experience with CS Property’s service. Maintenance is quick to resolve any issues, office staff is helpful through subleasing and providing appropriate heads-up over parking issues and apartment showings. They keep the grass well trimmed and even installed a dusk to dawn when I asked so that our doorway would be safer for my sister to enter and exit. Their rental prices are the most reasonable in downtown and our apartment was recently renovated. As a graduate student I would definitely rent a third year if I were staying in Bloomington after graduation. They get a lot of negative reviews from undergrads, and I find it hard to believe all these complaints to be warranted. Regardless, this graduate student highly recommends them.

Lived in Springmill for two years. This management company is great to their tenants. We moved in and didn't realize our cat had fleas. The sprayed the apartment for free and never held it against us. The maintenance crew was almost always there within the hour if you had issues and would call before they arrived as well as knock and never entered without your permission. The apartment might be a little older but the price was really cheap and it's in a super nice, quiet part of Bloomington so you can't complain. They even gave us our full deposit back after two years which was even more awesome of them.

Lived in Springmill for 2 years. The staff is courteous and maintenance was super fast and always got the job done. I did have an issue with pests but the management took care of it and after some miscommunication about how long the treatment took, they even footed the bill. I did have an issue that they didn't return all of my security deposit despite the apartment being spotless and offered no explanation for why. Springmill specifically, the heating and cooling sucks but at the price you pay, I think that's reasonable. Otherwise the apartments were quiet and I always felt safe.

In Reference to the Allen Court apartments: My fiance and I have lived here for just over 2 months now. Since we moved in, there has been ongoing construction in the hallway leading to our unit. I have only seen workers out there 2, maybe 3, days which has resulted in the work still being incomplete. The light flickers, there is no carpet or finished flooring, there are nails sticking up around the trim of the doors in the hallway, and there is an open wall with exposed insulation. Our neighbors have, also, had problems with leaking causing puddles to form outside their door, but it seems this issue has since been solved.
Our apartment itself is in good condition. The floors are sloped, which forced us to place wooden slats under most of our furniture (including our refrigerator) to make everything balanced. The kitchen is cramped and outdated, which was a fine trade-off for us in order to have an affordable 2 BR apartment downtown. The hardest part, though, has been not having a dishwasher or washer/dryer. Also, parking is very, VERY limited. There is 1 unit that has 4 "Reserved" spots and everyone else has first-come-first-served parking, which they say is monitored by displaying a parking pass. However, there are currently 4 cars in our lot with no pass that have not been towed. Street parking is available, if you purchase a Residential Neighborhood pass from the city. We knew this before we signed out lease, so luckily we have our passes for backup when the lot is full. The apartment buildings around us can be extremely loud, especially on Thursday nights and weekends. This is to be expected, though, being in an area that is so close to the bars on Walnut Street.
With all that being said, we have an apartment in a wonderful location for a very low price, especially in comparison to other buildings within a few blocks of us. Our maintenance staff is very efficient and friendly. Every time I have been home when they were in our unit to fix an issue, they have been nothing but professional and polite. I have needed to call the emergency maintenance line once on a Saturday, and the worker responded within an hour to fix the issue. The leasing staff is friendly and helpful. When we were touring our apartment last spring, our leasing agent pointed out all the positives and negatives of the unit, so we knew exactly what we would be getting. I really appreciated her honesty! I would recommend Allen Court to anyone who is looking to live downtown and within walking distance to campus, who doesn't want to pay a fortune to do so. Although the apartment has its quirks, I am very happy that we found it!

Rude and inflexible management, this is demonstrated in their handling of any commonplace issue you may bring to their attention, but most blatantly expressed in their handling and scheduling of room showings when they're finding their next victim to take your place.

To paint a picture of their business model: When I moved in, the carpet was filthy, literally no effort was put in on their part to clean it. Fast forward a year later, a week prior to my moving out, I spent two days preparing every aspect of my apartment (carpets, walls, tile in bathroom, ect.) to be unquestionably clean, and 3 weeks later I get my deposit statement back saying $400+ in cleaning charges. I know two things goddamn well: 1. I left my apartment cleaner than when it was given to me, and 2. They're not spending that $400 to clean it for the next occupant.

Am I a little butthurt about that money? Yes, but you will be too when they give you the shaft.

If you are looking for a place to stay in Bloomington, for your own good, I beg of you, please find anywhere that isn't under this management. These properties should be your last resort if you can't help it. Best of luck college kids, I assure you, this is one lesson that you'd rather not pay to learn.

This is a parent posting - first of all if you are unhappy with how you were treated by CS Property please report it to the Better Business Bureau. I am very upset with CS Property - kids recently moved out and as Google user posted a week ago don't expect any of your security deposit back - in the lease there is a non refundable cleaning charge of $150 so you definitely will not get that back. Then they give you a huge list of cleaning that needs to be done to get the rest of your security deposit back - my question is what is the $150 for if there is a huge cleaning check list to do before move out? So they charged $150 above and beyond the non refundable $150 because they said kids didn't sweep and wipe out the refrigerator - who is doing cleaning at that excessive fee the president? I was present at the move to help and the apartment was left in excellent condition. Another $399.00 of charges were tacked on for additional days of rent and the kids currently owe the property money. Sad that good college kids are treated so poorly.

I have lived at Parkview for 15 years, our building is clean and very well maintained, the maintenance staff are very quick with their responses, in most all cases the turn around is same day no more then 24 hours. Also I feel our building is very safe no problems with break ends in the whole time I have lived there. The management staff have always been very friendly and professional they have always been quick to address any issues I had.

Speaking for Parkview apartments -- One of the worst apartments I have lived in, but one of the better managements I have seen. The apartment is very old, wooden floors creak and squeak all the time. To put it briefly, I felt like I was living in a huge speaker box. The most annoying thing was that the wooden material has a mood of its own, and it begins to "pop" making a loud, annoying, banging noise (may be due to the weather). I lived in a studio apt (311) and that's where I experienced it. It was so loud that my neighbor living downstairs thought it was me who was causing the bangs and he began to retaliate with his own noise. It was a total pain to live in this apartment. The management, for formality sake, conducted "noise tests" and really made a joke out of it. They indirectly told me that I was hearing noises in my head and/or that I was the sensitive one. Anyway, if you love a peaceful atmosphere, you just want to stay away from these rickety apartments, totally!
