I lived in an apartment managed by Utopia Management in Torrance for nearly 8 years. Initially, the place was quiet and seemed problem-free, with rent at $1,300 and a security deposit of $1,900+, despite my good credit and stable job. The apartment wasn’t fancy—new carpet, a lingering smell of cigarette smoke, and dead roaches, which I mentioned but didn’t push on because of the affordable price.

The application process was intense. They required three years of tax returns, pay stubs, bank statements, and even contacted my previous landlord and employer. This seemed excessive for an apartment that wasn’t in the best shape, but I complied because I knew I was a good tenant.

The first year went smoothly until there was an issue with the rent portal. I received a notice to vacate within three days due to non-payment, despite having a confirmation of my payment. After a stressful few hours and an apology from the manager, it turned out to be a mistake. This incident left me upset and questioning their professionalism.

Problems worsened with the downstairs tenants. Initially, it was heavy weed smoke, which finally stopped when they moved out after two years. The new tenants were even worse—loud music, gang affiliations, threats, and property damage. Despite my complaints, management did nothing. I endured this nightmare for a year before they finally moved out.

After a year of peace, another problematic tenant moved in. The initial woman who seemed decent turned out to be renting for her sister, who moved in with five kids and two teenagers. They were loud, destructive, and frequently fought. Despite multiple police visits and calls to management, no action was taken. Eventually, child services got involved, and the situation deteriorated further.

Throughout my tenancy, Utopia Management remained unresponsive and unprofessional. They failed to enforce their own rules, and I had to deal with numerous issues without their support. Here are some instances that illustrate their negligence. I also added some pictures of the tenants downstairs destructive living and what we all how to deal with. Mind you , I was not the only tenant affected by this.

In summary, while the apartment was affordable, the management was unprofessional and indifferent to tenant concerns. I was fortunate to move to a better home, but I wouldn't recommend Utopia Management to anyone looking for a responsive and responsible rental management company. The rest of the neighbors are still dealing with this till this day and nothing has been done and it has got worse.
